1)Petitioners have preferred these petition seeking direction to the
respondent authorities to enhance the honorarium payable to
Viklang Mitan/ Village Rehabilitation Workers.
2)Facts, if brief are that in the year 2001, Social Welfare
Department, District Bilaspur under National Rural Disabled
Rehabilitation Programme, formulated two wings – Multipurpose
Rehabilitation Workers/ Supervisors (MRW) and Viklang Mitan/
Village Rehabilitation Workers (VRW) for the purposes of
execution of the policies of the department. Multipurpose
Rehabilitation Workers/ Supervisors were appointed by the Chief
Executive Officers of the concerned Janpad Panchayats and they
were receiving fixed monthly honorarium of Rs. 500/- with travel
allowance of Rs. 1,500/-. Viklang Mitan/ Village Rehabilitation
Workers were appointed by the concerned Gram Panchayats and
they were receiving fixed monthly honorarium of Rs. 400/- with
travel allowance of Rs. 100/-.
3)Multipurpose Rehabilitation Workers/ Supervisors approached the

State authorities seeking enhancement of honorarium amount
and the same was enhanced to Rs. 3,000/- per month whereas
no decision was taken with respect to enhancing the honorarium
payable to Viklang Mitan/ Village Rehabilitation Workers.
4)Mr. Anumeh Shrivastava, learned counsel for the petitioners
submits that petitioners approached Hon’ble Chief Minister and
Secretary, Finance Department and assurances were given to
them with regard to enhancing the honorarium amount but till
date no decision has been taken. He has referred letter issued by
Addl. Secretary to Chief Minister dated 7.10.2010 and letter
issued by Officer on Special Duty (OSD), Finance Department
dated 11.10.2013. He prays that respondents No. 1 to 3 may be
directed to take appropriate decision with regard to enhancement
of honorarium payable to Viklang Mitan/ Village Rehabilitation
Workers.
5)On the other hand, Mr. Anil Pandey, learned State counsel would
oppose.

7)Taking into consideration the limited prayer made by Mr.
Shrivastava, these petitions are hereby being disposed reserving
liberty in favor of petitioners to submit detailed representation(s)
claiming therein enhancement of honorarium payable to Viklang
Mitan/ Village Rehabilitation Workers before the respondents No.
1 to 3. The authorities concerned are directed to consider and

decide such representation(s) in objective manner and take
appropriate decision accordingly, preferably within period of 120
days from the date of receipt of copy of such representation(s), if
already not taken.
8)With the aforesaid direction, these petitions stand disposed.
9)It is made clear that this Court has not expressed any opinion on
the merits of the case.
