Finally, the Supreme Court ruled that the State Governments were the 'appropriate Government' for the Corporation's regional offices and warehouses. Given the insufficient material for comprehensive relief, the Court directed all State Governments (except Madhya Pradesh) to form committees under Section 5 of the Act within three months to investigate the possibility of abolishing contract labor and submit a report within four months for further action.
