A dedicated jurist known for his contributions to the Delhi High Court and District Courts, Justice Chander Shekhar's career is distinguished by his commitment to technology, mediation, and efficient case management.
Born in a small village in Himachal Pradesh, Justice Chander Shekhar's journey began with schooling in New Delhi, followed by a B.Com(P) from Delhi University and an LL.B. He enrolled as an Advocate in 1982, practicing civil, criminal, and industrial law in the Supreme Court, Delhi High Court, and Delhi District Courts.
In 2000, he joined the Delhi Higher Judicial Service, presiding over Sessions Court, Civil Court, and various tribunals, including the sensitive “Khooni Darwaja Case.” His dedication to technology led to the publication of "ICT in Delhi Courts" and the creation of a Hindi user manual for District Courts. As Chairman of the Computer Committee, he spearheaded the computerization of Delhi District Courts for six years.
A trained mediator, Justice Chander Shekhar established a fully functional Mediation Centre at Rohini Courts in 2009. He served as Registrar (Case Flow Management) in the Delhi High Court, Special Secretary (Law) for the GNCT of Delhi, and District & Sessions Judge in various Delhi courts. In 2014, he became Registrar (Vigilance) at the Delhi High Court.
Justice Chander Shekhar attended international seminars on court technology and counter-terrorism. He was elevated as a Permanent Judge of the High Court of Delhi on November 8, 2016. Throughout his tenure, he disposed of a substantial number of cases, maintaining a high rate of disposal per working day, significantly contributing to the efficiency of the judicial system.
Even after retirement on 25.01.2020 Justice Chander Shekhar presided over tribunals involving national security issues related to banned organizations. His judgments have been widely cited and published in law journals.
