A distinguished jurist, Justice Mool Chand Garg, born on June 10, 1954, has had a prolific career marked by diverse legal and administrative roles. He earned his B.Com (Hons.) and LL.B. from Delhi University, along with a Diploma in Cyber Laws. Admitted to the Bar Council of Delhi on September 29, 1978, he practiced extensively in the Delhi High Court and subordinate courts, handling Civil, Criminal, Constitutional, and Labour law cases, among others. He developed a specialization in both Civil and Criminal Law.
Justice Garg's career includes serving on the panel of Advocates for the Government of NCT of Delhi from 1985, representing GNCTD in the Delhi High Court and Central Administrative Tribunal until his appointment to the Delhi Higher Judicial Service as an Additional District Judge in 1995. During this time, he served as Matrimonial Judge, Additional Sessions Judge, and held positions in the Industrial Tribunal, Motor Accident Claims Tribunal, and as Additional Rent Controller in both Karkardooma and Tis Hazari Courts. He was also Legal Adviser to NDMC from 2001 to 2003.
Further roles included Additional District Judge, Additional Rent Control Tribunal, Special Judge for CBI cases, and Judge-in-Charge of the Mediation Centre at Tis Hazari Courts. His administrative contributions include chairing the Building Maintenance Committee and Purchase Committee at Tis Hazari Courts, as well as various Rule Making Committees. Justice Garg was elevated to the Bench of the Delhi High Court as an Additional Judge on April 11, 2008.
A member of prestigious institutions such as the India International Centre and Delhi Gymkhana Club Ltd., he has been invited to lecture on vital issues by organizations including the Indian Federation of United Nations Associations and the National Judicial Academy. He has also been a guest at moot court competitions and law colleges, and authored articles on topics such as the scope of Section 9 of the Code of Civil Procedure and the Motor Vehicle Act 1988. Justice Garg was transferred to the Madhya Pradesh High Court effective April 17, 2011.
