Born on June 15th, 1956, in Maur, Distt. Bathinda, Punjab, Justice S.P. Garg demonstrated academic excellence from an early age. He completed matriculation from S.S.D High School, Maur, in first class and earned a B.Com from Rajindera Government College, Bathinda, Punjab, in 1976, where he stood first and won a National Scholarship. He graduated in Law (LL.B.) from Panjab University, Chandigarh, in 1979, winning the Kartar Singh Chadha Gold Medal for standing first. He also won various prizes in curricular and extracurricular events and obtained a Diploma in Gandhian Philosophy from Panjab University, Chandigarh, where he stood second. In 2001, he completed LL.M. from Kurukshetra University.
In 1979, he enrolled as an Advocate with the Bar Council of Punjab and Haryana and joined the chamber of Sh. P.C. Aggarwal, Advocate, practicing in District Courts at Bathinda for about nine months.
Justice Garg joined the Delhi Judicial Service in 1980, securing the first rank. He served as Metropolitan Magistrate, Civil Judge, Rent Controller, and ACMM before being promoted to Delhi Higher Judicial Service in November 1996. He presided over a Special Court for trial of murder cases, Matrimonial Court, Special Judge (CBI), and Special Judge (NIA). He also received training as a Mediator.
From May 2008 to December 2010, he was appointed DJ–IV-cum-Addl. Sessions Judge, Incharge, Distt. New Delhi. In December 2010, he was appointed as Principal Secretary (Law, Justice & Legislative Affairs), Govt. of NCT of Delhi.
Justice Garg was elevated to the Bench of the High Court of Delhi as an Additional Judge on October 17th, 2011. He retired on June 14th, 2018.
