Early Life and Education

Born on June 4, 1961, in village Bahla, Hoshiarpur, Punjab, Justice Singh began his education in his village before attending N P Boys Higher Secondary School in New Delhi. He graduated in Commerce from SGTB Khalsa College, Delhi University, and later earned a Masters in Commerce from Meerut University, along with an Advance Diploma in Management from IGNOU. He completed his LL.B. from Meerut University in 1986.

Legal Career

Justice Singh joined the Delhi Bar in 1986, practicing as a litigation lawyer at the High Court and District Courts of Delhi until April 2000. His practice encompassed Corporate Law, Family Law, Civil, and Criminal Law. In May 2000, he joined the Delhi Higher Judicial Service as an Additional District & Sessions Judge, presiding over courts dealing with Corruption Cases, Heinous Crimes, Service Tribunals, Civil, and Family Law jurisdictions. He was promoted as District & Sessions Judge in December 2014, serving in North-East and East Districts until April 2017. He served as District & Sessions Judge (Headquarters), Tis Hazari Courts, Delhi from May 1, 2017, until May 26, 2019. He was elevated as a permanent Judge of the High Court of Delhi on May 27, 2019, and retired on June 3, 2023.

Contribution to ICT in Judiciary

Justice Singh is deeply passionate about leveraging ICT in courts and has been actively involved in this field for over 18 years. His contributions include the computerization of District Courts in Delhi and serving as a Member-Judicial of the E-Committee of the Supreme Court of India in 2013. This committee successfully computerized over 14,000 courts across India in record time. He also contributed to the development of the National CIS (Case Information System) for all District Courts in India, in collaboration with NIC, Pune.

During his tenure in Delhi District Courts, Justice Singh chaired the District Courts Website Committee and served as the Nodal Officer of the E-Courts Project, contributing to the development of India’s First Paperless E-Court at the District Court level. He has been a guest faculty at various institutions and has authored/edited books and articles on ICT in Delhi District Courts, Cyber Law & Information Technology, and Recent Trends in the Use of Information Technology in Judiciary.
