Hon'ble Mr. Justice V. Narasingh
Mr. Justice V. Narasingh, a distinguished member of the Orissa High Court, was born in Berhampur. He is the son of Late Justice V. Gopala Swamy, a retired Judge of the Orissa High Court, and Mrs. V. Dharmamba, a retired Assistant Inspector of Schools. His grandfather was Late Sri V. Koneti Rao, Vice Principal of Khallikote College, Berhampur. He is married to Mrs. Malavika, an M. Phil graduate from Delhi School of Economics and a former teacher at DAV Public School. They have two children: Ms. Nimeshika, a fashion business graduate from the University of Westminster, London, who worked with ‘Karl Lagerfeld’ and is launching her own brand, and Mr. Devansh, who is pursuing B.A L.L.B at NLU, Odisha.
Justice Narasingh completed his schooling in Bhubaneswar and earned degrees in Commerce and Law from BJB College and Madhusudan Law College, respectively. Following his father's footsteps, he began his legal career in 1989 and also lectured at Madhusudan Law College. He served as Additional Standing Counsel for the Government and Commercial Taxes, Additional Government Advocate, and empanelled counsel for the Union of India in the C.A.T., Cuttack. He was also the retainer counsel for the Central Bureau of Investigation (CBI) for Orissa High Court.
In 2004, he received the “Haricharan Mukherjee Memorial Gold Medal†from the then Chief Justice of Orissa High Court Sri Sujit Barman Roy for his outstanding performance and professional ethics. He underwent Mediation training in 2008 and served as an empanelled Arbitrator and Mediator for the Orissa High Court, as well as Amicus Curiae. He was also Counsel for the State of Odisha before the Commission of Inquiry of Hon’ble Justice A.S. Naidu. Justice Narasingh was involved in healthcare administration as an executive member of the Rogi Kalyan Samiti of Capital Hospital in Bhubaneswar.
Before his elevation to the Bench, he was a panel lawyer for various institutions and government bodies. Justice Narasingh was elevated to the Bench as a Judge of the High Court of Orissa on 14.02.2022. He is the Administrative Judge of Bargarh Judgeship and a member of committees monitoring cases of under trials and protecting citizens' rights against undue arrest.
