The present matter raises two kinds of questions. Firstly, at a jurisprudential level, it falls on this court to lay down the law regarding the use of public lands or natural resources, ... which have a direct link to the environment of a particular area, by the Government. Secondly, this court should decide, on the facts of the present case, the order to be passed with respect to two tanks in the Tirupathi area \026 Peruru, and Avilala.
