...Orrisa Public Service Commission recommended names of a few candidates which included some persons from the reserved category This was approved by the Home Department However since an inadequate number of candidates in the reserved category had been recommended by the Orrisa Public Service Commission the State Government decided to fill these remaining seats on an ad hoc basis The respondents along with other reserved candidates were appointed in four batches The names of the candidates had been given by the Employment Exchange and they were found to be suitable by the Selection Committee who interviewed them However they were appointed with the stipulation that their seats would be terminated as soon as a reserved candidate selected by the Orrisa Public Service Commission became available
