Justice Anubha Rawat Choudhary is a respected judge at the High Court of Jharkhand, known for her extensive background in taxation law and her commitment to legal aid and social justice. Her career reflects a deep engagement with both the theoretical and practical aspects of law.
Born on June 25, 1970, Justice Choudhary completed her schooling at Guru Nanak School, Ranchi, before pursuing a Bachelor of Science in Physics Honours from Miranda House, Delhi University. She then earned her LL.B. degree from Campus Law Centre, Delhi University, between 1992 and 1995.
Justice Choudhary began her practice as an Advocate on November 29, 1995, quickly establishing herself in civil law. By 1997, she focused on taxation matters, handling numerous cases that have been reported in various law journals. Her expertise in taxation led to her special engagement by the State of Jharkhand to represent them in cases challenging the Jharkhand Entertainment Tax Act, 2012.
She also represented the Union of India in tax matters after being appointed as Central Government Counsel on March 3, 2015. Additionally, she was in the panel of NBCC India Limited and represented them in tax matters. Her association with the Jharkhand High Court began on March 14, 2002, when she was empanelled as an Advocate to represent the court in various cases. She also served as a panel lawyer for several banks, including Oriental Bank of Commerce, Bank of Baroda, Central Bank of India, Union Bank, and Allahabad Bank.
Justice Choudhary has been actively involved in legal aid and social justice initiatives. She was nominated as a Lady Member of the Jharkhand State Legal Services Authority and participated in projects aimed at providing access to justice for poor and disadvantaged people. She also served as Amicus in several PILs concerning bonded labor and the condition of toilets in educational institutions.
Furthermore, she was a member of the Independent Committee that investigated a complaint made by a student of the National University of Study and Research in Law (NUSRL), Ranchi, in 2015. Justice Choudhary is also a founder member of the Jharkhand High Court Middle Income Group Legal Aid Society.
Elevated as a Judge of Jharkhand High Court on January 6, 2018, Justice Choudhary has presided over numerous writ matters, first and second appeals, probate cases, company petitions, arbitration matters, and criminal cases. As part of a Division Bench, she has decided taxation and commercial appellate division cases, as well as matters arising from the Central Administrative Tribunal. Her judgments and orders have been reported in various law journals.
Justice Choudhary has attended several national conferences, including those on commercial disputes and the Goods and Service Tax regime at the National Judicial Academy, Bhopal. She has also delivered lectures on topics such as grounds for setting aside domestic arbitral awards and the rule of law in the age of uncertainty.
She is a member of the Juvenile Justice Board and has been actively involved in visiting observation homes and children’s homes. Additionally, she is a member of the committee for the implementation of the Pre-conception and Pre-natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994, and Rules, 1996.
