Early Life and Education

Born on April 8th, 1966, in village Prehta Nagrota, District Kathua, Justice Kumar began his education in a local government middle school. He secured the 10th position in the J&K State Board of School Education in his matriculation examination in 1981. He graduated with a B.Sc from Govt. Degree College Kathua in 1985 and obtained his LLB from the University of Jammu in 1988, both in first division.

Early Legal Career

Justice Kumar was enrolled as an Advocate by the J&K Bar Council in February 1989. His early practice involved representing various government departments and PSUs, showcasing his versatility and expertise in different areas of law.

Government Advocate Roles

Justice Kumar was appointed as Government Advocate for the Srinagar Wing of the High Court of J&K twice, from 1992 to 1993 and again from 1994 to 1995. He was re-appointed as Government Advocate for the Jammu Wing in 1995 and continued until 1998. During this time, he represented almost all Government Departments and PSUs, demonstrating his wide-ranging legal capabilities.

Panel Counsel and Standing Counsel

He served as Counsel on the Panel of Advocate General for over two years, representing the Forest Department and Finance Department, including Commercial Taxes and Excise Department, in the Jammu Wing of the High Court. Additionally, he was the standing counsel for J&K SSB for nearly six years between 2006 and 2012.

Notable Cases and Contributions

Justice Kumar practiced mainly in the High Court and has more than two hundred reported judgments to his credit. He appeared in several notable cases, including the Toshakana Case, Assembly Dissolution Matter, and the ‘Reservation in promotion Matter,’ among others. Elevation to the Bench

On June 6th, 2017, Justice Kumar was administered the oath as a Permanent Judge of the J&K High Court, marking a significant milestone in his career. His dedication and judicial acumen led to his appointment as Acting Chief Justice of the High Court of Jammu & Kashmir and Ladakh on April 9th, 2025.
