Justice C. Hari Shankar is a distinguished judge of the Delhi High Court, known for his expertise in indirect taxes and a broad range of legal areas. His career is marked by significant contributions as both an advocate and a judge.

Early Life and Education

Born in New Delhi on May 4, 1968, Justice Shankar completed his schooling at St. Columba’s School. He then earned a B.Sc. (Hons) in Chemistry from Kirori Mal College and an LL.B. from the Campus Law Centre, Delhi University in 1993.

Legal Career

Before his appointment as a judge, Justice Shankar had an extensive and diverse legal practice. He appeared as arguing/senior counsel before numerous judicial bodies, including:

• The Supreme Court of India
• High Courts of Delhi, Calcutta, Gujarat, Bombay, Allahabad, Punjab & Haryana, Madhya Pradesh, Rajasthan, Uttaranchal, Andhra Pradesh, Madras, and Himachal Pradesh
• The Central Administrative Tribunal
• The Customs, Excise and Service Tax Appellate Tribunal
• The Appellate Tribunal for Foreign Exchange
• The Company Law Board, the AAIFR, the NCDRC, and the National Green Tribunal

His core specialization was in indirect taxes, along with related subjects like foreign exchange, COFEPOSA, and service law. He served on the Panel of Special Counsel for the Central Government in the Supreme Court and was empaneled Counsel for the Directorate General of Anti-Dumping. He also regularly represented the Central Council for Research in Unani Medicine.

Judicial Appointment

Justice Shankar was designated Senior Advocate by the Delhi High Court on August 20, 2014. He was appointed as a permanent Judge of the Delhi High Court on May 15, 2017, bringing his extensive experience and expertise to the bench.
