A distinguished member of the Supreme Court of India, Justice Rajesh Bindal has a career marked by extensive contributions to the legal field, particularly in technology and judicial administration.
Born on April 16, 1961, in Ambala City, Haryana, Justice Bindal obtained his LL.B. Degree from Kurukshetra University in 1985. He began his legal career at the High Court of Punjab & Haryana in September 1985.
Justice Bindal represented the Income-tax Department, Haryana region, and the Employees Provident Fund Organization (Punjab & Haryana Regions) before the High Court and Central Administrative Tribunal. He also represented the Chandigarh Administration before the Central Administrative Tribunal.
On behalf of the State of Haryana, he was involved in settling the dispute concerning Satluj Yamuna Water with the State of Punjab before the Eradi Tribunal and the Supreme Court.
Elevated as a Judge of the High Court of Punjab & Haryana on March 22, 2006, Justice Bindal has been instrumental in several key initiatives. He chaired a committee that formulated guidelines for the reception, retrieval, authentication, and preservation of electronic evidence, submitting a report to the Supreme Court in November 2018.
He also chaired a committee to study the Civil and Legal Aspects of the International Child Abduction Bill, 2016, and submitted recommendations to the Ministry of Women and Child Development in April 2018.
Before his transfer to the High Court of Jammu and Kashmir, Justice Bindal was the President of the Board of Governors of Chandigarh Judicial Academy and Chairman of various committees, including the Computer Committee. He played a key role in developing software like MedLEaPR (Medico-Legal Examination and Post-Mortem Reporting System), which has been adopted by multiple states and made mandatory by the Government of India in December 2023.
Justice Bindal also guided the development of the Litigation Management System in Haryana, which has been adopted by Punjab, Uttar Pradesh, and Jammu & Kashmir.
Upon transferring to the High Court of Jammu and Kashmir, he took the oath of office on November 19, 2018. He chaired a committee for assessing the optimal use of technology by legal services authorities and was a member of the committee for enhancing the efficiency of Lok Adalats and Mediation.
He served as the Acting Chief Justice of the Common High Court for the Union Territory of Jammu & Kashmir and Ladakh from December 8, 2020.
Transferred as a Judge of the High Court at Calcutta and sworn in on January 5, 2021, Justice Bindal chaired a Supreme Court e-Committee to formulate a Model Electronic Register for the District Judiciary.
He served as the Chief Justice of the High Court at Calcutta from April 27, 2021, and took the oath as Chief Justice of the High Court of Judicature at Allahabad on October 11, 2021.
Justice Bindal was elevated as a Judge of the Supreme Court of India on February 13, 2023.
He was conferred with Doctor of Laws (LL.D) (Honoris Causa) by Rajiv Gandhi National Law University, Punjab.
